To strengthen digital skills with and about media – this is the main value of our project. Digital identities are the key to digital transformation and in order to create a digital joint infrastructure for schools across federal states we harness synergies of all 16 German federal states by working together.

The Project

„VIDIS“ means „Vermittlungsdienst (proxy service) for the Digital┬áIdentity Management In Schools“).

In a nutshell, VIDIS is an operational proxy between identity services (Identity Provider, IdP) and educational services (Service Provider, SP) like learning apps, learning management systems etc. It manages the collaboration between identity services and educational services. Therefore, it guarantees access to services, sets standards, creates rules and norms, describes and develops processes and enables a seamless login and logout or accreditation in order to make services available for both sides. Moreover, VIDIS ensures ongoing technical devolopment and provides a communication platform for all parties involved.

Tasks and Goals

The use and importance of digital media has steadily increased in the past few years. Digital media affects learners‘ lives. Digital transformation has a huge impact on educational processes and thus on the educational infrastructure of all 16 federal states in Germany. It does not end at their borders, but is rather a common challenge for all German federal states.

With its „Education in the Digital World“ strategy, the Conference of the Ministers of Education and Cultural Affairs in Germany (KMK) sets binding standards for the digitization of the education systems of all federal states. In this context, it also defines requirements for an educational infrastructure to be developed:

  • general discoverability of educational media
  • general accessibility of educational media at any time
  • standardized technical interfaces
  • public documentation

„VIDIS“ is an answer to the┬á technical and organisational requirements for all 16 federal states the KMK has stated. The administrative agreement („Verwaltungsvereinbarung“) of the „DigitalPakt Schule“ states:

„the development of infastructure, especially via a common proxy service in consideration of already existing systems of the federal states;“┬á
(appendix 1 of the administrative agreement of „DigitalPakt Schule“ 2019 until 2024 – common investment measure, ┬ž3 paragraph 3 in 2.c)cc)“)

To connect already existing or planned common identity providers via a central identity proxy service is a key task to enable users secure access to digital materials and services of service providers.

This proxy service sets access and communication rules for all participators, guarantees its realization through accreditation processes and runs a technical service that enables secure communication between participating parties and follows the principles of „Privacy by Design“. For this purpose, open and standardized interfaces will be provided.┬á

Teachers as well as students need just one login to use all accessible services which are available for them (Single-Sign-On).

In a nutshell, the following key requirements apply:

  • secure access to online services on all levels
  • development of process and communcation structures
  • security and „Privacy by Design“

SODIX / Mundo

The nationwide educational media infrastructure „SODIX“ provides Open Educational Ressources (OER) via the media library „mundo.schule“ and further federal state libraries. The aim of this project is the development of an interoperable digital joint infrastructure for schools across federal states.

The development of a platform for interaction and creation of teaching materials and concepts for class as well as for communication and collaboration for teachers of vocational schools is the aim of this project.
